The First Technical Panel on 'Resiliency'
Nowadays, cities and habitats are mostly erected in places that are vulnerable to natural disasters and also man-made ones due to the advancement of technology. Urban disasters management has mainly focused on tackling and reducing damages. Therefore, resiliency is a new concept which is being used in the face of unknowns and uncertainties.
Resiliency to threats is actually the way to know how social, economic, organizational, political, and urban potentials affect the exploration and increase of different aspects of resiliency in cities. Today, resiliency is a way to strengthen societies by using their potentials.
Resiliency in social studies refers to capabilities of societies to face stresses, corrective actions to reduce social disruption, reversibility potential by tapping into physical and economic resources, development of resources to improve the inhabitants’ security, the capacity of a system to prevent disastrous accidents, and fast rehabilitation.
Since contemporary societies are seeking a way to get back to normal status very fast, in the case of crisis, resiliency comes under the spotlight instead of vulnerability.
An individual person, a society, an ecosystem, or a city which is resilient to hazard and stress, can find its normal status fast or provide the ground for a new condition.



The Second Technical Panel on 'Smart City'
Nowadays, city managers are facing a phenomenon called urbanization and today cities, accommodating more than half of the world’s population, are considered as networks and complex systems that are made of citizens, industries and businesses, transportation, communications, energy infrastructures, civic services, and other urban subsystems. In management terms, Smart City is referring to a macro-system that is managed smartly.
Smart City is a perfect place for sustainable economic and industrial development that focuses on issues such as traffic jam, energy consumption, pollution, land degradation, upgrading and optimizing urban infrastructures, improving the quality of life and etc. by adopting an innovative and systematic approach, based on data exchange, in order to optimize urban management.
In the terms of the urban management, a Smart City is a city that can connect physical assets to social wealth in order to expand better services and infrastructures in the city. That is the only way for urban managers to aggregate technology, data, social and cultural points of view with each other under a comprehensive plan.
